with the newspaper extracts attached to it. I enclose also
copies of the questions asked in Legislative Council by
Mr. E. A. Hewett on the 28th. ultimo and of the replies
given by the Colonial Secretary.

The post of Sanitary Surveyor held
by Mr. Carter was abolished because the Director of Public
Works, under whose Department the Sanitary Surveyors have
been placed, reported that only one such Surveyor was re-
-quired: and Mr. J. J. Bryan, who is the senior of the two
Surveyors (having entered Government Service as Assistant
Surveyor in June, 1897, whereas Mr. Carter entered the
Service as Sanitary Inspector in September, 1901, and was
not appointed Sanitary Surveyor until January, 1906,)
and whose training better fits him for the work to be
performed under the Public Works Department was scoordingly
retained.

Mr. Carter was a zealous and
efficient Officer with an excellent training as a Sanitary
Inspector. His want of training as an Engineor renders it
impossible to find a vacancy for him in the Public Works
Department while the high salary that he enjoyed 2360 to
2420 per annum makes it extremely difficult to find en-
-ployment
